One may already have a PC but not a server. He can actually buy or make one himself. For $300, at least, he can already by one of the servers being sold. If he finds this too expensive, he can just transform desktop computers through some upgrades.

Accessing these from the desktop computers can easily be done anytime. However, these have limitations for data stored. Having an independent server is still the best.
